About ADC
ADC is a water and wastewater engineering firm focused on delivering practical, buildable solutions for utilities, small to mid-size towns, and private developments.
Our approach prioritizes speed, practical solutions, and cost discipline from day one. We work with clients early to understand real budget constraints and develop solutions that can realistically be permitted, constructed, and operated. If a project cannot be delivered within those constraints, we aim to identify that as early as possible—before unnecessary time and cost are wasted.
Our team stays directly involved from concept through delivery to ensure the work performs in the real world, within real budgets—not just on paper.
Our experience spans decentralized wastewater systems, conventional and packaged treatment plants, water infrastructure, and regulatory coordination across multiple states, including new facilities and rehabilitation and upgrades of existing systems.
Leadership & Key Staff
Our leadership team remains directly involved in every project, providing continuity, accountability, and hands-on execution from start to finish.

Rocky leads ADC with over three decades of experience in water and wastewater systems, with a focus on decentralized and small-community solutions. He is actively involved in project strategy, design direction, and client coordination, helping clients navigate complex challenges and deliver practical, cost-effective outcomes.

Dave brings senior-level engineering experience supporting project development and technical decision-making. He works closely with the team on design and review, helping ensure solutions are efficient, constructible, and aligned with long-term performance goals.

Tyler supports project execution across planning, design, and coordination, with a focus on onsite wastewater systems. He also leads ADC’s small projects division in Tacoma, managing project delivery and client coordination for fast-moving, smaller-scale work.

Sandy coordinates day-to-day communication, scheduling, and deliverables across projects. She serves as a key point of contact for clients, helping keep projects organized, responsive, and on track.

Project Execution
Every ADC project is led and executed by our core team. We stay directly involved throughout design, permitting, and implementation to maintain consistency and accountability. When specialized expertise is required—such as geotechnical, surveying, or other supporting disciplines—we coordinate with trusted partners to ensure each project is fully supported without adding unnecessary complexity.
Where We Work
ADC supports projects across multiple states—including Arizona, Washington, Tennessee, and Ohio—with offices in Mesa, Arizona and Tacoma, Washington. We work with municipalities, utilities, and private clients on systems ranging from decentralized solutions to multi-million-dollar treatment facilities.
